Well the Phoenix Chakra is not a kekkei genkai...... a specific chakra can't isnt kekkei genkai by that logic that'd make tailed beast chakra kekkei genkai or star chakra kekkei genkai which they are not. A kekkei genkai is a specific ability given by the type of chakra they have. The Phoenix Chakra is just a rare Chakra Type variant thats all.
