If he needs to bind his edos he also needs to restrict them.
We already saw what a nerfed Hashirama and Tobirama are worth. Hiruzen and Minato's nerfed edo versions are yet to be seen, so we can only speculate how useful they would be (though considering the Senju bros performance its not like they would bring anything better to the table).
I repeat, Oro's only chance to win is if Pein is threatening Konoha and he has the previous Hokages at nearly 100% to win the battle for him, otherwise its 'ST followed by soul absorption, gg'.

There's no such thing as part 1 feats... What we saw in part 1 is exactly what we would see now if you're referring to Hashirama, because in order to control and force him to do something against his will, he has to weaken him a lot.
The others can be brought back stronger than Hashirama, but the consequences of turning them into straightforward killing machines are still there. Their potencial gets very limited.
