they are really uderrated . i beleive they are top 10/top 15 they beat most people becuase if they say the word they use the most then they are dead xd they left tobi half dead and 2nd raikage

Nope they are not underated.they are the golden and silver brothers which were supposed to be the descendents of so6p.thats why they were uncontrollable.they were only sealed by all the hard efforts of high class level shinobi.
