I'm going with the Raikage.

It's true that almost nothing can cut through Kimimaro's bones, but in the Raikage's case he is using pure brute strength. At his level I honestly wouldn't be surprised if he could crack Kimimaro's bones. There is always exceptions to everything in the Naruto world, and personally I think this is one of them.
