I figured as much, Kabuto is the No. 1 Sociopathic genius of the manga xd

Also he can't force Kabuto to mold the chakra necessary for the seals

Well not sure if releasing a jutsu requires the chakra only the seals and the word "release" although that does make sensei.

Hiruzen does not have first hand knowledge of the jutsu. He may have been told that himself

....... he created the jutsu...ofc he knows what it can and cant do....

the only thing he didn't complete is the mind wiping part..which orochimaru finished with fuda tags
