I didn't mean that its impossible for him to actually use it, it just won't hit Baku since the suction will draw the tentacles along with himself inside its mouth in a matter of seconds since he has no way to resist the pull due to lacking something as strong as Sasuke's Complete Susanoo. Their speed is irrelevant when they'll only be speeding toward Baku's mouth, unless you think they are strong enough to overcome the suction...which they are clearly are not.

Them wrapping around Son Goku doesn't translate to them being able to completely crush Baku and kill it, that doesn't even make sense. Restrain? Sure, I guess that's a possibility, only if the tentacles along with B weren't being dragged toward Baku's mouth due to suction.

Also, the tentacles used during partial transformation are smaller and thus weaker than they are when he fully transforms, so transferring this feat over doesn't work anyway.
