bee has his raiton jutsu+sword skills + samehada +gyuki on his side while we know practically nothing about tobirama so obviously the choice has to be killer bee. being a kage doesn't make him that strong because bee beats lots of kage like A, tsunade, old hiruzen and mei, the fact that he had edo tensei is irrelevant since we dont know who he can summon and since he never mastered it, and we dont even know the mechanisms of his space time tech saying tobirama> bee is like saying hiruzen> bee it isn't possible because we know too little about their skills.
