Susanoo's activation is instant. FTG's teleportation is instant. Them giving the command to activate it is NOT instant. The user still needs to give his input to use these techniques.
If Hiruzen can't activate FTG in time due to having insufficient reflexes, then he gets killed by Ay regardless of whether he can teleport or not. That's why Minato's reflexes are also praised along side his FTG.
Its not like it'll matter since Amaterasu would have burnt him up already, just as fast as Danzo got burnt up in the scan I posted. Amaterasu does NOT burn slow, if you have that idea in your head then I suggest you get it out.

The only times V2 Jins have used Bijuu Dama is when their Bijuu has been in complete control. You are going to need a scan of him being able to do so in V2 mode.
