You fail at using A>B>C logic.
You didn't consider the fact that Kisame didn't have Samehada when he was fighting Gai, which makes a huge difference in the outcome.

Bee stomps, Gai just doesn't have the power to defeat a perfect jinchuriki.

Besides, Bee didn't lose against Kisame, last time I checked he beheaded him.
Let's not mention the fact that he had to protect 2 of his companions while fighting Kisame, leaving him at disadvantage.

A>B>C logic doesn't work in a scenario like this as Kisame didn't have Samehada when he fought Guy thus not fusing with Samehada to get a power increase. OT: Killer Bee wins mid-high diff.
