First of all, Bee has saw Amatersu, so he is not stupid enough to charge TBB right in front of Sasuke. That's why he can use his ink clones using them as distraction to Sasuke, and he can charge TBB secretly. Not to mention Bee can transform to Hachibi and use TBB in a split of second [
