Everyone accepts that naruto is the fastest living character in naruto and the raikage is slightly slower
It has gotten to the point where we consider people (and jutsu) in naruto to be "fast" when they could beat (or at least rival) amaterasu in speed.
Typically this includes:
Kamui
KM naruto
BM naruto
raikage
(I think it would be save to add gain/lee with gates)
I believe that even though it has yet to be shown, bee can rival naruto/raikage speed
When naruto first unlocked KM (which we know little about), it is essentially an incomplete equivelant to bees 8 tails v2 mode (with BM being the complete version). Although naruto no longer shows an amount of tails to correspond to the amount of Chakra he is taking from the kyuubi (for unknown reasons), it would be fair to say that--although it looks different--it is about as powerful as a 9tailed v2 mode to bee. Factor in that it is somewhat weaker than BM, I would say that it could relate roughly to the same speed and strength as 8 tails v2 bee.
I know that certain bijuu have special abilities (kurama handing out chakra and bees ink), but it is never mentioned that kurama particularly is fast, so if bee and naruto are on par with power, it should follow that there speed is similar as well.
Here's the bottom line:
BM naruto is probably faster than KM naruto
KM is about as fast as 8 tailed V2 bee
KM is faster than raikage
Raikage is faster than amaterasu
THEREFORE BEE IS FASTER THAN AMATERASU
For anyone who says that bee lost to sasuke because bee couldn't counter amaterasu, I beloved bee has the speed to dodge it. He also has the reflexes to dodge it as demonstrated when bee anticipated minatos teleportation and held a knife to him
