Similar to how Hachibi/Killer Bee escaped Sasuke's Amaterasu.
Killer Bee seems to be good at reaching solutions even in a toughest moment.

If it would have been an accident like the tail got cut because of a rock, we could say that Killer Bee will be sealed. But Killer Bee himself cuts his tail.
We'll be expecting Killer Bee once again as the Hachibi's Jinchuuriki.
And the one who will be sealed will be one of it's clone.
Sasuke couldn't anticipate this move with his Sharingan and probably Madara also won't be able to anticipate it.
That explains why the Raikage didn't came to help Killer Bee.
