he's top eleven to twenty i think. when you look at what characters there arent in the top ten that are still really fantastic , he's in great company. if you don't get in the top ten doesn't mean you're useless. i could compile a top thirty list and all of them would be s-ranks.

top ten not in order: Obito, Nagato, ems Madara, Hashirama, Hiruzen, Minato, bm Naruto, ems Sasuke, dsm Kabuto, Hanzou

top eleven to forty: Itachi, Jiraiya, Oro, Tsunade, Bee, Ay, Third Raikage, Kakashi, Second Mizukage, Muu, Kisame, Sasori, Tobirama, Oonoki, Mei, Gaara, Sakumo Hatake, Izuna, Third Kazekage, Danzou, Shishui, Mifune, Chiyo-baa, Deidara, Kakuzu, Yagura, Sasuke Sarutobi, Konan, Darui, Kitsuchi, Guy

^ it's fairly easy to make a top ten, after that we do not have enough info to really rank everyone properly.

Whenever somebody makes a Top 10, Top 5 list, I always notice how Bee is hardly ever on any of them. I mean seriously? The dude's a Perfect Jinchuriki with the 8-Tails to back him up. That should in itself secure him a spot on Top 10. It's debateable whether he's Top 5, but I think he is (I don't count Edos) considering he's also an adapt ninja. Not to mention he completely fodderized Sasuke and Friends.
