I have feeling that he was the one who tortured yamori at coachella (spelling check) and if you remember this is what caused yamori to create his personality Jason so I think somewhere down the road after sasaki goes rogue saving hinami . He will face Kijima as a opponent get tortured by him like he did by Jason and regain his white kaneki memories or get a similar personality

I might have to re-read but is the investigator that killed animals and had everything blamed on juzo, the same on that tortured Jason? If so then kijima could be that guy and he has that appearance because of what Jason did to him.

It might be him, but it seems like Jason ended up killing his torturer, if you look at what he says. Even if Jason's torturer survived, I'm pretty sure Jason would have hunted him down later after escaping.
