I don't remember Mr Jiggy too well but if his name is anything to go by, he loses.

As a Fuma, he should rely on physical attacks. Those won't work against a guy who has energy armout that he can bring out instantly. His webs can also create a barrier of defence.

If he also has some elemental attacks, his armour will also protect because of the anti-energy effect it has.

Pretty quickly, Kidomaru will have layered the place in webs and can take an easy shot on a stuck opponent.

As for levels, Kidomaru taking out an elite ANBU in standard form make me think that he stands ahead.
