I think Kidomaru in Level 2 cursed seal mode might be able to beat Shino. Especially with the bow and arrow.

In interesting match indeed. I'll go with Shino. He's one of the stronger Konoha 11. We just don't think of it because he's never in fights. Might I remind you he was the only one back then who could match with the Sand Siblings. Surely he's near Jounin level
