Sasuke wins both. At 3T Sasuke could easily dodged One Tailed Naruto bar the Chakra acting on its own. Neji is much slower. He has much better skill repertoire and better strategy feats. Whilst both of them are prodigies, I give Sasuke the edge as he has shown more battle experience against much tougher opponents. This goes in Sasuke's favour.

yes but he is not dodging 64 palms and neji only has to touch him to do damage, everything gets tanked by rotation, neji has the edge

I agree, Neji's striking speed might be too quick to track up close if Sasuke gets near him

Scenario one goes to Neji mid difficulty. Scenario two goes to Neji high difficulty. Neji is simply a bad matchup for Sasuke, at least in part one.
