I'd vouch for End of Part 1 Sasuke over Neji but they weren't that far off at the time. CE Sasuke vs. CE Neji would be a nice fight to see. I'd actually go for Neji on that one until Sasuke pulled out his curse seal (gets a good power boost out of that).

Pre-time skip.....Neji wins.

While the cursemark adds a great improvement in overall combat strength....it is ineffective against the Gentle Fist unless you convieniently have an ability like Kidomaru (armored skin thing).

Taijutsu was basically the key feature in the part 1 fights...all of the Rookie 12 relied on its use.

And in close quarters I highly doubt Neji would lose to Sasuke.

Granted the 3 tomoe sharingan is capable of predicting moves, it still can't stop Kentetsu from being blocked, and thus it would eventually cause Sasuke to lose his Sharingan as well as his curse state....

3T Sharingan alone - Neji, due to Sasuke not having learn't much about the Sharingan himself, while Neji on the other hand is a natural with his byakugan

Neji would win. Allot of people for what ever reason thinks CM2 will be a factor (probably because they dont read the manga), but fail to realize sasuke cannot stay in CM2 for even a minute or two. Its too much for his body.

Curse mark 1 vs neji would be the entire fight. And it would be a good one, but neji feats still out weigh Young Sasuke if you knew both there feats.
