Sharingan or no sharingan? Anyway, Kakashi was already a Jonin at this point, knows Chidori, Rasengan, probably quite a lot of other techniques and has his blade. There's really absolutely no way for Neji to do much to him, and on top of all this if his sharingan is included he has its bonus pre-cog effects for whatever.

He said to Naruto when he was training for the rasenshuriken that he only created chidori cuz he could not add his element(raiton) in the rasengan. That prove already he had rasengan before chidori, and that he already had that when he was a kid.
