He's clearly on water. Land doesn't splash like that when you land on it. Seriously, even if he wasn't on the water, he battle is taking place right by the stream, which is a body of water which he can use.

And he did as what has been stated. and for that you can go back and read yourself. Its around when naruto learns the 9 tails name. Fact not opinion. ^^ now is there a chapter that shows what you ask? no but the author of the manage as confirmed that he existed via the tail beast. you can put the rest together from there. the s06p is like trying to discribe a god. there will be so many things that are said. but ehh just make it easy go with what you know from the manga. if he split all of the chakra of the 10 tails to make the other tailed beast and that is confirmed. skilled? ohhh you mean the 2nd hokage this tobirama guy....XD tolled but teasing only lol. I think that they were all strong but hell the fact of who became kage is enough to show that. back then it was all about power. to rule you had to have it plain and simple. hence why you get a hashi and madara. tobirama hmm i dont think will be lacking skill at all.
