handed now a days in the shinobi world.
Just overal shorter and without the hat.

I really don't think so...
It was stated that the senju and uchiha formed konoha together after making an allience.
I highly doubt it that they would then let A 7 year old lead a village if there are several grown ups.
(that have allot more experience and beter insight in LOTS of things then a kid)
