well basically,i believe no technique surpasses the sharingan,its has the ability to copy and enhance any technique,so originally after seeing sasuke manipulating chidori to extents kakashi cant dream of,i said to myself he was the best lightining user.but after seeing black lightining,lightining amour,and so many others,here are my options a- sasuke, b-4th raikage,c-kakashi,d-3rd raikage,e-darui

They have no long range attacks. How can they be best lightning users? If they fight a long range fighter they are screwed. Kakashi, Sasuke or Darui are more versatile i think, but besides that Kakashi has a more powerful jutsu in close combat. So i think he is the best lightning user

When you say lightning "user" it implies the strongest person who uses lightning, and doesnt say that they only have to use lightning, a better title would be "best lightning jutsu" or something like that

But they use Lightning Style Armor and are extremely fast. This actually makes them very deadly. The best thing about the Raikage is that they are close combat fighters... most long rage attack fighters lack close combat skills.

sasuke only chages the shape of chidori,kakashi has a variety of differnt lightning like from lighting cutter to shadow clone lightning to lightning hound to lightning transmission
