IMO Sakura wins high difficulty but don't underestimate Kiba. He can actually be very resourceful given the amount of times he got the drop on Sakon/Ukon (one of the more powerful members of the Sound 4). His jutsu give him animal-like reflexes and agility too. If Akamaru lands urine on an opponent, then Fang Wolf Fang is a problem - even if he misses you, the shock wave will still slash at his opponents.

Unfortunately, the huge gap in intelligence kills Kiba.

Sakura was the reason Sasori gave up. Sasori was about the stab Chiyo but Sakura jumped in front and got stabbed instead. This act convinced Sasori to avoid Chiyos attack. he turned from wanting to kill Chiyo to "letting her kill him" because of what Sakura did.
