As a prime Kiba endorser, I can tell you for certain that Lee wins without much difficulty. Dealing with Cerberus will be a problem, but I'm not sure Lee will even give Kiba time to accomplish that, and even if he did, there are still a lot of question marks on how long Kiba can stay in that form and how many attacks it's good for.

Location is a forested area, right? If so, and as much as I hate going against Rock Lee; Kiba can potentially win if he plays his cards right and uses the location to his advantage. Imo, Kiba while utilizing Shikyaku no Jutsu in tandem with Akamaru would contest with base Rock Lee in CQC. I can even see Lee falling to Dynamic Marking to the face... momentarily blinding him. Regardless though, the fight is heavily dependent on how long Rock Lee can maintain his gates and Kiba can his wolf transformation; which can't be proven, thanks to a lack of panel time for both combatants. I will say though, Kiba's wolf tranformations are pretty durable; seeing as they completely withstood clashing head on with Rashōmon at full force and even managed to put a dent in it. So I don't see why it wouldn't be able to withstand a few hits from a gated Rock Lee... On the contrary, all it would take for Kiba to force Rock Lee out of his gates is to hit him once. This can easily be accomplished by even just the shockwaves produced by the 2 headed wolf transformation and doesn't require direct contact.
