Smh....what? Not combat specialized..? The shockwaves alone from Twin headed wolf was tearing through Sakon/Ukons CM2 skin, and when the jutsu landed it split them in half. The Three Headed Tail Chasers is 3x as strong as it's double head, according to the databook, so Jugo isn't coming close to tanking anything.
