I think his place near the bottom of the Konoha 11 is deserved. The dude got paired up with someone whose only character development was in filler anime episodes for crying out loud.

I think you're underestimating Kiba a bit. In the war arc, he has shown that his power is tripled with clones and if adding Sasuke's enhancement(In base, he can burrow through mountains and walls), he will be indeed capable of burrowing through Momoshiki and I'm pointing this out, his speed also increases when his power increases, power includes speed and all physical measures of his, considering he doesn't use basic Ninjutsu.

The fact he does not use chakra based Ninjutsu is the reason he can beat Momo. after momo absorbs 8 tails chakra mabey not. but base momo is boned. end of thread.

Kiba reaction speed would be very fast. you forget Naruto is light speed.
