i am not hurt by teh sasuke "losing" a fight where he was in exactly teh same condition as his opponent. if naruto stomped sasuke in teh same way hashirama rofllamoxoplomoldol stomped teh madara then i would have been sad.... teh truth is tat sasuke had a 100% record of stomping teh naruto for 15 years so even when it is clear to teh reader that teh fight is a tie they have give a fanservice to naruto fans through sasukes words and not clearly show it through teh battle....... ever here teh phraze actions speak louder than teh word!?!?!

Of course vote 1 and 2 are different, one had definite winner, two was a draw.
The "I lost scan" happened AFTER their conversation and Naruto's talk no jutsu.
Look at the beginning of their conversation :
Sasuke was still mad at Naruto, that he kept getting in his way

And "I lost" scan happened in the end, which futher proves that Sasuke meant his revolution which failed and he gave up on it, when Naruto convinced him, that there are better ways.
Also Sasuke said that he lost, because FOR HIM draw was a lost. His goal was to kill Naruto, that was the only option Sasuke counted as victory, because it was the only way he could get rid of Naruto. He couldn't do that and Naruto lived, but so did Sasuke = physical tie.
Now for Naruto things were different. He had 2 ways of winning. He wanted to both save Sasuke and protect the Shinobi world and his friends (tailed beats and kages). He could win by defeating Sasuke in vote1 style, with Sasuke lying dead, or he could draw and hope that Sasuke would listen to him. And so it did happen, the best scenario for Naruto and worst for Sasuke, they both were lying next to each other and couldn't move, so Sasuke had no choice but to listen to Naruto's words and we all know how that ended.
So in summary, Sasuke said that he lost, because he was unable to continue the fight, but so was Naruto = tie. Although just like I said earlier a draw wasn't Sasuke's goal, so it's a lose in his eyes. While maybe Naruto achieved what he wanted, he didn't do that while standing on his feets and Sasuke lying in front of him, he was in same condition as Sasuke, and they both would bleed to death = physical tie.
