Demonstration:
After listening to the description Rangiku returns back to her original position and then draws out her blade. She then focuses, gathers her wind chakra and then channels the gathered wind chakra through the blade increasing it's cutting power, she then uses shape manipulation and then converts the chakra into vortex. After that she swings the blade in front of her and sends he vortex towards her sensei. The vortex is harmless, but pushes the dust in front of her.
How I will use it in the battle
-Even if technique itself causes no damage, I can use it to redirect multiple weapons including shurikens, explosive tags and sealing tags etc. It can also be used to deflect lower rank wind attacks.
-It can be used to push away the clones, especially during close combats. Avoiding kicks directed at vital points or kenjutsu attacks channeled at vital points.
How to defend myself
-Technique itself is harmless, but talking about defending from objects thrown by me redirected at me, I can always use armors provided that time frame is on my side.
-Also I can use powerful wind attacks to blow away the vortex itself.

It's time for some weapon+wind combo, let's give it a try.
Rangiku draws out her sword as she then gathers chakra from all parts of her body and then focuses it in her throat and exhales wind-infused chakra in the sword. After that she runs at the short range from her sensei's clone and delivers powerful cuts to finish the clone off.
How I will use it in the battle
-It can be used along with kenjutsu techs and bakijutsu techs to increase their sharpness. Can also be used with various shuriken ninjutsus and blazing shuriken.
-Since jutsu has mid range, it can be used to improve range of various ninjutsus, whose range is limited to short range.
How to defend yourself
-Kunais or shurikens infused with wind chakra can be drifted away by using powerful wind release attacks or using similar tech.
-In case of Kenjutsu combos, I can use elemental defenses or other powerful defensive techs to defend myself. I can even throw more number of kunais to outnumber kunais thrown by my opponent.

Rangiku first moves at mid range from his opponent and then focuses and gathers her fuuton chakra which she then focuses in her throat. After she had focused enough amount of chakra she then releases stream of wind infused chakra from her mouth. Which she then shape manipulates and converts in the shape of a twister, which she directs at her sensei clone standing at mid range from her. Effectively, she sends her opponent a little further, who had been damaged due to the twister.
How I will use it in the battle:
-Can be used along with fireball or other short range fire jutsus to increase it's range and it's destructive capabilities.
-Can be essentially used at mid range, to knock my opponent further behind or to catch him in already set up trap. Can also be used to directs weapons at my opponent, which will be difficult to dodge as wind is shape manipulated in the form of twister.
How to defend yourself
-I can use powerful wind techniques, to cancel out this wind technique(such as wind cutter tech) or I can redirect it towards my opponent, fire jutsus can be helpful as well.
-I can block myself from getting knocked out, by using powerful doton techs such as doton armor, or other doton defenses.

Demonstration:
She holds the sword in front of her using both of her hands. She then focuses for few moments and gathers the wind chakra, manipulates it, focuses it and then channels it through the sword. Now without wasting a moment, she runs and upon reaching the mid range removes her left hand and using right hand swings the blade in the air, forming an arc which in front of her, which starts from right top corner and ends at left bottom corner directed at the upper part of his opponent, this arc is made out of wind chakra, giving it a deep penetrating power.
How I will use it in the battle:
-Just like mentioned in the description I can use it to cut down the weapons and after cutting down the weapons it will move towards my opponent and may deliver a powerful slash, enough to harm him.
-I can also use it along with kenjutsu attacks, especially if opponent thrusts me a bit backward,(to mid range) typically to save himself using the range as advantage.
How will I defend myself:
-Blocking it via armors is the best way to deal with it.
-Otherwise dodging it or countering the slash via powerful higher area of convergence type suiton or Katon is another way.

Rangiku takes down her sword, her loving sword which she used beforehand to slash her opponents in multiple battles beforehand.
As instructed by her sensei, she then focuses and gathers her fuuton chakra, which she then channels through her sword without wasting a moment. She then shifts to battle stance, by spreading her legs, drops her sword to her left hand and delivers few powerful slashes in front of her, due to which a powerful gusts of winds are released in the air, directed towards her enemy.
Pretty straightforward technique and just like always here is the analysis.
How I will use it in the battle:
-Can be used as a mid range substitute of kenjutsu techs to deliver, powerful slashes from a distance. Many number of opponents can be harmed using multiple blades.
-Can be used along with multiple other weapons to attack opponent from all side and hence making it difficult to avoid.
How to counter this technique
-Countering slash due to single sword is pretty easy as I can simply use powerful defenses to take down the technique, but to counter the multiple slashes delivered from all side, exploiting range or using some long distance covering defense is necessary.
-It can also be countered using powerful katon jutsus which will induce wind into fire.

Then she channels her wind chakra in through the fan and then without wasting a moment, flaps her giant fan in front of her, which as a result of chakra and air between them forms a small but powerful tornado, which then moves towards the opponent standing in front of her. Due to the air current of the tornado, opponent gets trapped in the tornado leaves him damaged at multiple places, which sharp cuts delivers at various parts of his torso.
Now time to analyze.
How I will use it in the battle:
-It is only useful if your opponent is in front of you, otherwise it is really difficult to use this technique, unless and until you change the direction in which he is facing. I can use this technique to effectively trap the opponent and then use some katon jutsu to cover him up using the stream of fire, which is carried around him by powerful air current.
-It can be used as a really swift jutsu to deliver few powerful cuts, typically at mid range, also to send my opponent backwards.
How to counter this technique:
-One can defend himself against the tornadoes by using powerful elemental defensive techniques.
-Also one can use powerful wind techniques to create more powerful tornado which can effectively outclass the previous tornado and move towards the opponent. Propelling oneself using suiton range to get out of the line of impact or to get out of the range is another effective way to counter this technique.

Just a wind counter to counter B-rank wind techniques and below that have been thrown at you. Few seals, and you will a thin blade of wind that will split the incoming technique and then take control of it and goes back to your target with a little added power.

Good inherent counter for many wind release techs, perform it before some analysis.
Demonstration:
Rangiku sees a B-Rank jutsu being directed towards her. After jutsu reaches at suitable range, she removes the sword form her back and delivers a powerful slash to cut the gale of wind first by using the sword. After cutting down the wind jutsu, she then focuses and gathers the chakra and then uses it to take control of the dispersed wind attack vortex. She then redirects the jutsu towards her opponent using the chakra, making sure that it takes down the opponent head on.
How I will use it in the battle:
-Can be used alongside clone to perform Fire+wind combo, I will perform this jutsu while clone performs a katon attack which along with fuuton can be used to harm my opponent to higher degree.
-Can also be used to redirect the bakijutsu towards the opponent, including shurikens, kunais thrown after the wind attack. I can even use it alongside Suiton jutsu via water source to create small scale hurricane.
How to counter this technique:
-To make sure that your opponent won't be able to take control of the technique via wind. It is useful to follow it up using other element making the technique completely inescapable and hence avoiding damage which may be caused due to redirection of my wind attack.
-Even if wind jutsu is redirected towards me, I can always use Doton defenses or other defensive techs to stop the technique and provide a solid defense.

By gathering up the sand, or dust depending on the terrain you are on. From that you will gather your wind chakra up in your mouth, and then release it. The wind will blow the dust, sand around. Causing your target to be blinded for a minor second, but has enough power behind it to push your target back, and other medium sized objects.

Rangiku first focuses and then gathers enough amount of wind chakra to perform the technique in her throat. Then she combines the sand and dust around her and then releases a large amount of wind chakra which profusely travels towards her amount, carrying a large amount of sand and dust she gathered earlier. This tremendous gale of wind consisting of sand and dust contains a lot of force and is capable of pushing her opponent behind due to sheer force only.
She knocks her enemy down and sends him behind to damage him in large extent.
How I will use it in the battle:
-Can be used to block the sight of my opponent typically using the dust and sand, apart from knocking him away. Typically useful against opponent with dojutsu, making it not possible for him to follow my moves and hence making it easier for me to knock him down using simple taijutsu or movement based moves.
-I can follow it up by a speedy attack which is generally of mid range and high rank(typically Katon attack). It will not only knock him down, but also block his eyesight and hence it will be difficult for him to dodge next move.
How I will counter this technique:
-Best way is use wind return to cut it down and redirect it towards the opponent, typical problem in this case is moving dust or sand, but I can protect my eyesight from it by using simple armor covering my eyes.
-I can protect myself from getting knocked by providing a typical high level suiton attack which will clash with the wind and will carry the sand away or can use higher ranked wind jutsu to overpower it, or can use inherent weakness of wind against katon to make the technique completely useless.

How I will use it in the battle:
-Can be used as a effective mid range offensive tech, to cause damage to my opponent and also to send him flying backwards. I can also use it on solid materials to send myself backwards and hence avoiding next technique by getting out of range of that technique.
-Can also be used alongside small fire attacks, to increase their range and also to cause a burning whirlwind which will cause more damage and will be more powerful.
How I will counter this technique:
-I can cut down the whirlwind through it's center using wind return and katana and can send it back towards the opponent.
-Simple defensive techs such as doton armor will be more than enough to stop the upcoming wind and hence stop the upcoming whirlwind.
