Zaraki by feats, hype and portrayal is superior to byakuya. Tho we haven't seen byaku's new bankai. But if i had to guess, it'd be like:

Bankai Kenpachi (i doubt this happens lol) >>>>>>>>>>x10>>> Shikai no eyepatch kenpachi > Bankai byakuya = Shikai kenpachi > Shikai byakuya
