He's almost definitely the most skilled hype-wise. Also I think the scroll only works if the blades are currently without owner otherwise Bee and Suigetsu would've lost their blades- likely Chojuro too.

Possible, so maybe he could hope Kisame is slain and then take the blade. I think that's possible given the field of opponents. I don't think Samehada healing lets him survive all the brutality of the other fighters in this.

See I simply just don't know much about Orochimaru's moveset. That seems like a jutsu and this is no chakra involved, which means it's equally as banned as Sasuke's lighting-infusion and Hozuki's water hydrification.

But does Oro's snake-like movement come from his body or part of a jutsu he uses?

Nah it's not a jutsu, his true form blood is literally just poisoned blood. His body itself is created by a jutsu but it's not a jutsu technically speaking it's the result of previous jutsu altering him on a genetic level. So it may be allowed.

Bee neg diffed Sasuke even when he was using his Sharingan.

Bee defeated a Weakened, 3T Sasuke after multiple exchanges.

The significantly faster EMS Sasuke who could keep up with KCM Naruto, superior precognition, reaction speed on par with BSM Naruto, and reflexes that eclipses Itachi's who did keep up with Bee's unorthodox kenjutsu would certainly defeat Bee if his EMS was allowed.

Yeah depends on how restrictive you want it to be. There is no "base form" Orochimaru anymore. His body is one big jutsu collaboration
