So without jutsus/power boost/samehada, Zabuza can't do his silent killing with the mist, Sasuke can't put Chidori into his sword, Killer B can't use his eight tails powers, kisame can't leech power.

This is easily Mifune. He beat Hanzo(weakened) without all of that power upgrade stuff.

Seems Mifune takes the poll. In my opinion, Killer B can use multi sword, like the fight with Sasuke, a continuous attack.
