Keji stood in the middle of a field and activated his byakugan and began to stretch. He then drew his blade and began to practice various forms of combat in hopes to hone his skills whilst listening to his music. After a brief amount of time saw someone walking up behind him. Keji then sheathed his sword and wove several seals causing rain to fall from the clouds in the sky. He would then turn around Yo, are you hostile or just looking to have some fun? and as he said this he would channel chakra into his opponents clothing them to absorb every drop of water that touches them.

Description:
One of the Three Great Dōjutsu (San Daidōjutsu), the Byakugan is the dōjutsu kekkei genkai of the Hyūga and Ōtsutsuki clans, inherited from Kaguya Ōtsutsuki. Bearers of this Dõjutsu have almost featureless white eyes. When the Byakugan is activated, the user's pupils become more distinct, and the veins near their temples bulge as the blood flow to their eyes is increased. While having the Byakugan deactivated, shinobi with have a normal eyesight and no special addition to their vision. While low rank Hyugas will need to perform a sequence of hand seals ( Horse → Tiger with lifting just index fingers → Boar with nearly straightened fingers → Hare → Rat → Dog → Horse → Dog → Hare → Rat → Boar with nearly straightened fingers → Snake with the right index finger lifted straight up) to activate their Byakugan, Hyuga masters and Otsutsuki clan members will be able to do so without the need for any hand seals and even have it active passively for long periods of time. Once activated, the user gains access to all of the abilities the Byakugan bestows upon them. While, like other Dojutsu, its main ability is to see chakra and the chakra flow in sentient beings, the Byakugan adds a complete new detail and dimension to that ability. Not only can they see chakra flow, but also the circulatory system and even the 361 tenketsu (even of their own). Added to this ability, once activated the Byakugan grants the user a near perfect field of vision 360º around himself (up to long-range if they're a master). This field of vision has only one blind spot; slightly above the 3rd thoracic vertebrae and facing backwards. The last ability the Byakugan has is the ability to zoom in and out, focusing on specific things, piercing beyond matter and energy alike. This specific ability allows the user to see pass most barriers as well as physical matter (like rock walls, ground, etc) but also energy, being able to focus beyond chakra that might be in front of them or other energies. The zooming ability is enhanced as the user becomes more adept at using his eyes and can even reach distances above 20kms away.
Note: For Hyugas, activation spends a move from the users own move count but once the user reaches Sannin Rank and has gained mastery over Gentle Fist for 1 month, he can activate it passively without spending a move. Because of its low chakra cost to maintain, the user can keep it active throughout the whole fight as long as he has chakra and stamina to do so.
Note: Genjutsu that requires Eye Contact when used against a Byakugan user requires direct eye contact between enemy pupil and user's pupil
Note: Hyugas must be activated to use Gentle Fist (Jyuken)
Note: Its tracking abilities are equal to that of 3 Tomoe Sharingan.

Description: A perception ninjutsu, allowing one to freely manipulate rain infused with the user's own chakra after waving the Bird → Rat → Ox → Monkey → Rat → Snake hand seals. The rain falls from rain clouds, formed with the users own chakra. During this technique, the falling raindrops are closely linked to the users senses. When the rain is obstructed by a chakra belonging to someone the existence of the target can be detected. The rain will keep on falling until the user uses the seal to cancel it.

Unfortunately, this jutsu that does not create water, so it is only useful in a rainy or otherwise wet environment

As the rain begins to fall, I break out into a full speed dash towards you. However, as I run, I notice that my clothes feel a bit more heavy and that I'm moving a little slower than usual. For now I don't pay it much attention -- I simply lift my right hand and summon a river of mud that flows out from in front of me towards you. As the river forms, I focus chakra to the soles of my feet and ride along it like a slip-n-slide. Thanks to the rain you created and the wet surface of the ground, the flow of the mud is sped up to the point that it will carry me to you much faster than if I was to run on my own two feet.

Description: This technique lets the user summon a river of mud infront of them by lifting one of their hands in the air. This technique can have water added to it to speed up the flow and increase its power.

As I approach -- swiftly closing the distance between us -- I sway my hands out in front of me and release a barrage of bone bullets in your direction. The bullets are aimed indiscriminately in such a way that some will hit your vitals while others may fly by your sides and miss your body entirely. If you recklessly avoid the bullets that were originally going to hit you, you'll end up moving into the path of the bullets that were originally aimed to miss.

Not enough with that, immediately after releasing the bone bullets, I channel more of my chakra into the earth and create a few large stone spikes that protrude from the ground and stab into your body from behind. The bullets and stone spike techniques are timed to work in conjunction with each other. One technique will distract you from the other and make it harder to defend against the other.

Sorry I didn't reply to your RP, I kinda made that last move in a hurry. Same with this one:

As the lightning tornado makes its way towards me and eliminates the mud river that I created, I don't stop my advance -- rather, I charge forward with even more determination. The moment after you release your technique in my direction, I exercise my mastery over my Curse Mark and release a controlled amount of Senjutsu chakra to my left leg. As a result, my left leg is immediately transformed into its Level 2 state. Next, I lead off with my left leg and kick off of the ground -- hard -- speeding in your direction even faster than I was when riding the mud river thanks to the increased speed and power that is usually granted to me when entering my Level 2 state.

In conjunction with my kicking off the ground, I raise my right arm in front of me and grow a mass of bones in the shape of a spear around it. Using my forward momentum, I thrust the bone spear out in front of my body so as to literally "pierce" and forcibly barrel through the lightning tornado.

To avoid electrocuting myself and to boost the offensive power of the Clematis Flower, I immediately channel lightning through the spear -- this way, when I come into contact with your lightning, I won't be electrocuted (similar to the way Kakashi wasn't shocked when he cancelled out Kakuzu's False Darkness with his own Lightning Blade). As for any residual damage I may take from the winds as they part around me, I endure it.

Despite the somewhat lengthy description, all 3 of these techniques are meant to be performed seamlessly, one after another to the point where it seems like they were all performed simultaneously.

(Ten to Chi Juin: Bubun Henkan) - Heaven and Earth's Cursed Seal: Partial Transformation

Description: Aside from the first and second levels of the seal, skilled users of the seal are able to perform partial transformations enabling the user to transform a part or parts of their body into the form it bares while under the full transformation of Cursed Mark Level 2. This is accomplished by partially mastering the spreading of the Senjutsu Chakra released from the cursed mark and enabling it to effectively only affect one area of the body. While in this state, half of the user's face becomes grayed according to the side of the body that the user transforms their body. While within this state, the user is not granted the power boosts of either of the cursed levels. This technique is only used to grant the user extra appendages for a duration of time.

Note: Must possess Cursed Seal Level 2.

Description: This jutsu allows the user to generate non-focused electricity from their body. It can be used as an omnidirectional attack or be channeled through weapons, the ground or other conductive mediums. Because the electricity isn't focused, it doesn't kill on contact, instead it has great numbing and paralyzing effects. To channel Nagashi through a medium, the user needs to focus the technique into one of his hands which will then be put in contact with the medium and can only choose to either do a widespread attack throughout his whole body or to channel it into something; he cannot achieve both usages at the same time. Despite not having much destructive or damaging properties, Nagashi can be used to destroy low rank earthen and wooden structures and even negate chakra on the ground to stop high ranked earth and wood techniques. It has also been noted that Lightning Specialists that have mastered Lightning to the highest degree can resist total paralyzation, although they still feel the pain and numbing effects.
Note: Paralyzation lasts 1 turn if sucessful but is ineffective against bios who have a primary Lightning Specialty

After barreling through your technique, I would definitely be within short range of you. I continue to rush you and pierce your chest with my bone spear seconds after forcing my way through your previous jutsu.

Assuming he was going to use some technique or jutsu to dodge/evade the dragon Keji channeled chakra into the earth underneath his opponent causing the ground to tremor as his left leg hit the ground causing him to slip and fall.

As my opponent interrupts my move before I can even take a single step on the ground, I "trip," get pissed off, and immediately create a forest of bone that covers the entire field. I taunt you:

Go ahead, try and electrocute me. Consider the short distance between us -- In the time it takes those giant pillars to form, you'd already be skewered on my bones. Continue with your previous move and you die, meanwhile I get tazed and walk home to heat up my dinner.

(Sawarabi no Mai) - Dance of the Young Ferns

Description: Sawarabi no Mai is the fifth and last of the five Kaguya dance forms. The User causes a giant forest of tall sharp bone spikes to burst up from the ground covering the entire field. While active, the user can merge themselves into the bone trees at will to attack their target from whichever spike they want.

EDIT: Forgot to mention, the formation of the bone forest also protects me from your Dragon Tornado. Also tell me, how is it that you can see me channeling chakra to my leg when you wouldn't be able to see me past your own Dragon Tornado technique? It covers the entire area in front of you.

Upon finishing his rotation Keji channeled chakra into the clouds causing a dragon to form and swoop down onto the battlefield. As this dragon made it's decent it would release a spear from its mouth into his opponent's spin and make it's way to Keji's side.

Technically timeframe wise my dragon tornado would have hit you before the bones rose since you would be trying to defend against a move I used two turns ago. As for me seeing I have byakugan I can see any and all chakra on the battlefield when fighting and up to 2 LMs away when in NW. I would also be able to see anything you do if either you or I covered the field in a mist filled with either of our chakra.
