Naruto. Both are friendly with Kurama, upper forms and BM are restricted for both (SM is obviously restricted for KM Naruto). Kuchiyose no jutsu is restricted entirely. Naruto as prior to the Rikudou powerup.

What is better? Sage Mode or another load of Kyuubi chakra?

Not sure if KCM Naruto can use TBBs, or if he has enough firepower to penetrate BM(km) cloaks or avatar....

probably KCSM..

with avatar restricted KM and KCM naruto seems to have similar firepower.On the other hand, Sage mode significantly enhances sensing , physical and jutsu strength. frog kata's range is extended thanks to chakra arms.

Not sure how exactly large the gap between BM and KCM Naruto is without the Kurama Avatar, but I do know that it's not matching a Sage Mode enhancement, at least not from what I've seen, so KCSM Naruto mid diffs him.

I can't see Sage CORS being stronger than that TBB. All other attacks get canceled out.

That's assuming partial form is restricted. If it is, then definitely KCSM Naruto.

Bijuu Mode in any shape or form is restricted. That includes Kurama's head that forms BD, his tails and etc. Mini TBB and whatever variant KM Naruto could use is unrestricted tho.
