I'd say Tobirama but what happens if Naruto uses his multi shadow clone jutsu. Each of his kcm clones are Kage level themselves. He can even make sage mode clones for additional support.

i think tobirama can sense the difference between original and clone just like minato did (if i'm not mixing anime and manga) although if he has a SM clone then he probably takes it although tobirama can make clones too so not sure....!
