Naruto's best bet would be to immediately blitz Onoki and slam him with a good old Rasengan. Although, tbh, going CQC would be risky for him. In my opinion, his superior speed could allows him to dodge any attack from a distance while throwing FRS at people to keep them on their toes.

Food Cart Destroyer would be a good way to take care of Gaara if he doesn't move around but he could probably dodge/catch it with sand.
