Minato wins with low difficulty.
He has far superior speed to Ay who is too fast for the likes of Sasuke to properly track so the Gokage are getting blitzed. He can outnumber the Gokage with fast FTG spamming clones with powerful rasengan variants, each of which should be stronger than any of the Gokage. Gokage have excellent teamwork which allowed them to manhandle Madara's 25 susanoo clones but Minato is much faster than those clones so he can split them up and prevent them from using the massive jinton which Madara claimed that his clones could have dodged if it wasn't for being weighed down by susanoo while the real Madara managed to escape its AoE (
