Title, just figured I'd see what everyone thought before he's introduced and how many of us are gonna be wrong. I just think by what he said that's he's not a shinobi, or not one by normal convention anyhow

I am guessing at one point he was part/financed by those elite that aren't in the Kage system

like wealthy corps, oligarchs and emperors

aka, people wanting to move away from the Ninja system to a non ninja one

apparently that scientist that was making the Kote was under mind control and his Kote research was also stolen so I am guessing it is the same group

He's probably a former shinobi, who got tired of the ninja system or someone close to him died because of it. Just my guess tho.
