I go for Katsuyu since she can split into 1000000000xxxx , heal herself and use Acid Slim technique. Manda is faster but that's all .
Any way, my strongest argument is that on Anime 164, Katsuyu and Gamabunta talk about Manda's death and they explain the they were called the "Powerful Lock of 3"

Manda can't wrap or bite her because she can just shrink herself by multiplying into small katsuyu, any injury she gets she can heal, lets not forget the acid. If manda would eat her she can shoot acid until she gets out, I doubt he has a 100% protection to it.
