I would use the narrowed more concentrated version to hit something strong or dense to break through, and use the widespread version to get a lot of things that are weak such as a lot of shinobi but then this is a weakness as they could amass a lot of water

Souji pulled out two scrolls from his equipment bag and presented them, wrapped up, in front of Raiden.

"The next two jutsus require scrolls. Luckily, I brought some! For the first jutsu, use your Katon chakra to break the seal on one of these scrolls, summoning a flaming dragon that erupts from the scroll and is manipulated and created through shape transformation. You can control the trajectory and the attack pattern of the dragon using your chakra. Oh, and it explodes upon impact."

raiden then takes out the other scroll and repeats the same process, by uses his katon charka to break the seal off one of the scrolls which releases a huge blast of katon charka and raiden uses shape transformation to shape the katon into a tiger which is smaller then the dragon but is also quicker he sends the tiger running towards the same body of water and launch's the tiger into the body of water putting it out.
