I could perform a jutsu that traps my opponent and then send this jutsu as a widespread, I could also use a jutsu that attacks my opponent from above while I send this jutsu at him.
Ways to counter this technique
If sent in a narrow path, I could combat the flames by sending a water jutsu in the form of a stream. If wide, I could use a water jutsu that takes the form of a giant wave to keep the flames away from me. I could also summon a clone and have it maneuver behind my opponent and then have it send jutsus at my opponents back while he is concentration on the stream and trying to hit me.

Another option would be to trap my opponent in either a elemental technique or a genjutsu to give me just enough time to perform the jutsu. I could also summon a clone and have him distract my opponent while I grab the scroll and perform the jutsu.
Ways to counter this technique
If my opponent hasn’t done anything to aid him in performing the jutsu, I could send a quick jutsu that requires no hand seals at my opponent while he is reaching for the scroll. Since the jutsu is a projectile, I could use a strong water jutsu that is capable of overcoming the flames as they head towards my path.

Before performing this jutsu, I could use a jutsu like the shock rain jutsu that forms above my opponent and rains down on him, granting me the time to grab a scroll and strike him. Since this jutsu is very similar to previous one, I could also use an earth jutsu to trap my opponent or use a jutsu to conceal my position
Ways to counter this technique
I could send a quick performing and fast traveling jutsu to strike my opponent while he is going for the scroll. Sending a large enough wave of water at the tiger while its coming for me will destroy it. Using a water jutsu to shield me should also prevent me from taking damage. Maybe casting a strong enough earth jutsu to protect me will work as well.
