Sounds like a plan 
Well as you so obviously know (lame semi pun >_>) i'll be teaching you the art of fire, but before we begin, i'd like to ask you to answer few rather simple questions.
1.What can you tell me about fire (general description, it's strengths and weakness etc etc)? And no copying from Narutowikia please.
2.How do you feel about fire in general (do you love it, hate it etc, etc) and how do you plan on using it?
3. Explain ninjutsu and chakra in your own words and give me some elemental combinations that works well with fire.

Fire release or Katon isn't often a very welcome element to use. If your opponent is in close range from you, using a fire jutsu can easily backfire on you since it would be very close to you and burn you as well. It is, however, a very good element to use offensively. Since it travels rather fast and has great combination potentials, it is a really strong element.
In Naruto is is shown that Fire release is mostly used by Konoha ninja with the exception of Naruto and Asuma who have a wind affinity. It is especially very commonly used by the Uchiha clan who made it their trademark element.
Fire is weak to water and strong to wind. Wind is weak to fire as it 'feeds' the fire. Fire can absorb wind upto the same rank and grow larger (mainly thanks to the oxygen in the wind). Fire can also absorb wind of one rank higher, but it would nullify the two of them as there would be too much oxygen for the fire.
Fire is weak to water since the water simply puts the fire out.
In real life I think fire is very intrigueing (as a lot of people do I guess), if I have a candle or something I can look at the flame for a while and just can't take my eyes of it. It seems to be full of life, yet it is very devastating. It feels warm and welcoming, yet the heat can burn you. It is a very two faced element, friendly and dangerous at the same time.
In the rp I would use it in combination with both wind jutsus and earth jutsus. Wind feeds the fire and makes it stronger, while some earth jutsus form lava if used with fire. This can surprise the opponent and make it harder for him to counter your move.
Ninjutsu is what makes a ninja a ninja, with the exception of Rock Lee. You learn it at the academy and use it the whole time. Chakra is needed in order to perform ninjutsu and it can be molded in different ways, which is needed in order to create an elemental chakra.

Ah very, very, well done and I especially agree with your real life example of fire. I mean i just looked at the flames from my lighter for about 20 seconds >_> which is waaaaaaay longer than say watching a rock or something lol, but lets get back to serious bizz. I'm glad that you've mentioned earth and fire combos as people who usually answer this question leave it at just fire and wind which is oh so very obvious <---- ok i seriously did not mean to pun again lol, but i could find no other words xD, but anyways i'd like to teach you another elemental combo which consists this time of lightning and fire. The smart order of operation to a successful combo of lightning and fire is if you use fire first and then lightning. Use the flames as a distraction for your opponent, your opponent will most likely use water to counter the fire and then use your ace lightning as (depending on the lightning used) it would go through the flames and hit your opponent while he/she is using water, which means your lightning has the added damage effect because of their water. All of this is possible for the most part because lightning (again depending on the jutsu) can go through the flames and it's also faster than the fire.

Alright, no questions yet. But I might ask a lot of them while learning the jutsus, I hope you don't mind that ^_^Lol then it's good that we're on the same page

What can you tell me about the jutsu above, would you use them and how so?
I am really sorry for the delay, hope you're still willing to teach me.
About the first jutsu, the description describes pretty much everything you can do with it. The only downside in my opinion is the fact that it is short ranged. Yet you can use that to your advantage, you could for example place eplosion notes on the ground and if your opponent comes near you, you could create a pillar underneath your feet which pushes you away and spit out fire balls at the notes in order to make them explode. The opponent would get hurt by both the explosion and your fire. And you can ofcourse use it to defend against some D ranked and C ranked wind jutsus.
For the second jutsu, I immediatly thought of a wind jutsu which you could combine with it. You could use this jutsu to inflame shuriken and then use that C ranked wind jutsu in order to direct the shuriken in whatever direction you want. This would make it harder for your opponent to block them and it would hurt them even more. And isn't there a jutsu which you can use in order to clone shuriken? That would be amazing to use with this jutsu as well, since you could clone the shuriken right before they would collide with your opponents projectiles or before they hit your opponent.
When a Fire and wind of the same rank clash from the opposite side, meaning your opponent uses a C rank wind and you use a C rank fire, then the fire will simply travel towards the opponent one rank weaker than it was.

Description: After performing the necessary hand seals Snake → Ram → Monkey → Tiger, the user is able to create and blow a flammable gas from their lungs. Once it comes in contact with fire or sparks, the gas ignites into a large fireball.
Pretty self explanatory, except the fire part. I'm led to believe that the fire comes from a 3rd party source, perhaps another jutsu or maybe a lighter (there is a jutsu somewhere in the fire list that needs a lighter). I'll find out the answer for sure though.
