Toph probably beats her in the 2nd and 3rd scenario, since it's unlikely that Katara has improved in waterbending combat due to raising her children.

But by the end of the original series it might either way.

In every scenario Katara wins. Simply because of the fact that they are at a beach. Having full intel on Toph's weaknesses (including her blindness) Katara could simply shift her position to a place on the water and attack Toph with literally any water bending move. So with this location Katara low diff.
