Jiraiya's death carried Naruto's progress the entire story, it would be a mistake to bring him back.
It wouldn't make any sense.

Also, the last thing Kishi has done was made a mistake, if he brought him back he would've made the mistake of creating a story contradiction, in which Kabuto has stated that Jiraiya was too far down underwater to be retrieved by anyone.

Jiraiya is dead, and he should stay dead!

Hiruzen was an exception. Itachi it made sense for him to comeback and get closure. Nagato, well people thought his death was cheap.

and Minato's death didn't have the impact since we've hardly seen him
