My question is, why did she not use them when fighting Bee? When Bee when into Biju Mode, her chains would have been ideal to capture him, as was their mission.

Her Jutsu is not as strong as Kushina's. Karin's chains were broken by a Mokuton Elemental Jutsu, and she has only 4 or 5 of them, so far. There is no way her jutsu has a chance against a Bijuu.
For the record, she was awesome anyway.

I would agreed with this. I think (correct me if my recollection is wrong) Kushina was personally selected by Mito when she knew that she was approaching the end of life. Didn't Kushina say that she was selected to her special chakra? After all, she was a force to be reckon by her peers. I dont know if this can be also said for Karin.

I would say the Uzumaki Women have the power to restrict Tail Beast with their chains and the Males have the ability use the chakra, Uzumaki Females defensive Chakra and Uzumaki Males Offensive Chakra.
