Nope they already said they're called the white might band just think they're arc villains nothing more well at least for now and no way they're bringing up Kara now in anime since they learn about them later on

No. That guy's face doesn't have enough details to not be a filler character and cloaks in anime isn't some rare sight.

They’re called the Byakuya gang.

I would have thought the same way until I read the next episode summary in a quote:

"An event thought to have been caused by a group of bandits called the White Night Band has occurred at the Village of the Hidden Leaf. "

Which likely means that The Byakuya gang are not responsible for everything that happened. Byakuya gangs are thieves that don't attempt to kill people and we see in a preview that Shikadai saved a young boy from explosion. Hence why it's been proven in the last episode that the dude who had the bomb appear to be fake the whole time.

Kara might have been lurking around the shadow and causes the attack but that doesn't mean they have direct connection with the thieves. Kara might have ulterior motives so their involvement might happen to be indirectly involve with the Byakuya incident.

This could also pushes Boruto into a situation where he further disliked the thieves because not only they stole good and give to the poor but he is likely to accuses them of attacking innocent people.

They don't have to make direct appeal when they can tease us with cloak figure. Kara are known for lurking behind the shadow.
Plus it was implied that Kara was involve prior to the Chuunin exam

No way filler is going to add anything of worth to the story like having KARA or anything of this nature.
