What stops Kankuro from trapping her inside Salamander? He can defend himself from initial attacks using chakra shield.

He's a strategist too. His style of combat actually involves much more planning and strategy, she can just nuke her opponents with her wind jutsus, gg.
They have manga knowledge, imo that gives Kankuro an advantage over her in a way that she won't be able to get away from
