I don't think that matters as much as the puppet's reactions relies on the user's reactions, so him controlling Shinobi is still equivalent to him using his puppets with the only difference being that he lacks the firepower that his puppets had.

Controlling humans isn't at all the same though. Partially because of what you mentioned.
If it was war arc Kankuro VS the sasori Sakura fought sasori would win.
It is. The movements of each of the puppets/ bodies depends on the user's reflexes.
The only difference is the techniques that can be used, but what I'm arguing is that Kankuro merely had reaction speeds that enabled him to compete with Edo Sasori.
I agree, Kankuro would lose to Sasori, no doubt about that, but he'd be able to compete with Sasori if they were merely using CQC and basic traps with just their puppets.

Yeah I would agree with that. Sasori just had better puppets.
If they were fighting and were using the same puppets they'd stalemate or Kankuro would win

Kankuro has the pieces but his speed and timing with them still has no feats, seeing as he needed distractions in the war arc. Didn't check the intel but without intel I could see Hidan avoiding the puppets and getting a clean strike on Kankuro.
Id probably still give it to Kankuro however
