Can any sharigan user use Kamui? or do they need MS?

No one other than Kakashi and Obito can use it. With MS, come a special ability that you get. This ability differs from Sharingan users.

Then what ability did Itachi,Madara, and Sasuke get?

Itachi has amaterasu,tsukiyomi and susanoo while sasuke possesses something different than tsukiyomi maybe the power to control the flames of amaterasu. as for madara idk
