So, it just occured to me that Kamui might not necessarily be a Mangekyou ability. Instead I imagine it could be something like Shisui's extraordinary genjutsus, a special technique limited to a specific set of eyes, in this case Obito's.
My reasoning:
Kamui and Tobi's space-time tech appear to be two sides of the same coin. As I understand it, Tobi warps whatever he is touching to a separate plane of existence, as well as making him intangible. Kamui does the same, but over a distance, and minus the intangibility.
So, as there is no proof Tobi's tech is a Mangekyou ability, it's reasonable to assume Kamui might not be either. I have this niggling feeling that Kakashi might have said something about losing his eyesight at some point, but can't recall the details.
The reason Kakashi always activates the Mangekyou before using Kamui is because of the ridiculous difficulty involved for a non-Uchiha using the technique. There is a reasonable amount of evidence that Tobi is an Uchiha (Uchiha Kaenjin, anyone?) and thus this does not apply to him.
