He didn't say stronger in viz, it was more powerfull which could imply She had simply more amount of raw chakra + hax one shot abilties.

On another had Hagoromo is much more skilled and has much of chakra on his own.

Juubi Jin Hagoromo would beat Kaguya, even although he seems afraid of her raw power. However looking at current chapter Kaguya can not make proper use of her power, too bad.

We didn't see hagromo in action to decide if he is more skilled than his mother or not(most likely he is )
